Is the North Korean government a bunch of masochists?

I mean think about it. They continue to test nuclear weapons and to defy international law. They must be asking for war or something. Why are they so stubborn and hate freedom so much? It isn't that hard to say "ok we realize that an authoritarian dictatorship is irrational, we want to be friends with everyone and we will allow democracy"
