Can you refreeze meat after you cook it?

I am just really learning to cook. I know that you should never refreeze any meat or fish if it has thawed because my family all got food poisoning from refrozen fish! But, I am under the impression that if I fully cook it, I can then freeze it again and it will be safe to eat. Is this true?
